This program will expose students to alternatives to the American/Californian model of community development, governance, and citizens’ participation. Students will be exposed to three different types of community governance: the German, the French, the Swiss community, as well as the European Union’s overarching influence. Working in small groups, students will undertake case studies of topical areas of local concern (e.g. environment, youth, city and regional planning, public transport, culture, poverty, local politics, immigration and asylum). Based in Freiburg, the program will undertake field trips within the region and to Berlin.

Frank Hirtz is Associate Professor of Human and Community Development. His areas of research include Sociology of Law (Minority Administration), Methods of Social research, Comparative Social Policy, Sociology of Development and Rural Sociology.

You have the option of enrolling in Undergraduate Level units or Graduate Level Units. This program carries a total of 8 units. Enrolled students must take both courses listed. Auditing is not an option.

Required Texts

Summer Abroad will provide an extensive list of reading materials on a CD. You will not need to read everything on the list. However, you'll need to pick and choose the materials according to the focus of your project. Additional reading materials will be handed out the May 19th Spring Orientation.

Group Projects: Interviews and Final Project

During the Spring Quarter, Prof. Hirtz will ask participants for topic proposals. Depending on the class interest, groups will be assigned based on the topics submitted. Some topics from the past included the health care system, electoral system, policing issues, and immigrant workers. It is imperative that groups begin their research before arriving in Germany. This type of early preparation will allow for flexibility and plenty of time to complete tasks. Past students also advised that groups have a list of possible interviews (persons, government officials, NGOs, etc). Much of the participant's time in Germany will be spent in pursuit of these interviews in order to complete your final project.

Research Journal

Participants will keep a research journal cataloging their learning progress. Participants will write comments, reflections, and questions on the course and research project.

Accommodations

The Katholisches Lehrlingsheim in Freiburg is a dorm-like facility for students. You will share a double occupancy room. The Katholisches Lehrlingsheim is located near the historic city center and the Schlossberg.
In Berlin students will share rooms at the Motel One Berlin-Mitte, http://www.hotel-rates.com/germany/berlin/motel-one-berlin-mitte.html, located near a subway, various museums, and a popular shopping street.  Each room is air conditioned and has satellite television.

Meals

Breakfast is included at Katholisches Lehrlingsheim in Freiburg. All other meals are the responsibility of the student.

Meals in Berlin are not included.

Fees

Fees for Summer Abroad include the Summer Abroad Program Fee, Course Fee, and Accommodations and Activities Fee. The Accommodations and Activities Fee covers lodging, selected meals (if included), selected field trips, group accidental death & dismemberment and emergency health insurance, select publications, and additional program specific costs. Air fare is not included. All fees are subject to change.
